Mr. Prior called the meeting to order at 7:30 p.m.
There are four public hearings on the agenda.
Public Hearing – Joyce Miller – 246
Bay Avenue – To Construct of a Formal Garden. At
7:30p.m., Mr. Prior read the public notice. Paul
Ballard of the Laurel Group came before the Board
to request a variance for area of lot, corner lot,
front yard and, structures permitted in front yard.
The project is to create a transition space to
an entertaining area and to enhance the aesthetics
of the property. The hearing remains open
pending the review of the lighting plan by the
Building Inspector. The transcript was taken by

Public Hearing – Mary Mittnight – 150
Bay Road – One Story Kitchen and Breakfast
Area and a Breezeway connecting to a New Garage
and to demolish an existing garage and exterior
stairs. At 7:55p.m. Mr. Prior read
the public notice. Michael Wallin, Architect for
the applicant, came before the Board to request
variances for Floor Area Ratio, Lot Area Coverage,
Front Yard, Corner lot, Through lot, Permitted
structures in front yard, Side yard, Items permitted
in set back areas and, Height. Mr. Wall stated
that all non conformities were pre-existing, that
the FAR would be increased by .1% and the LAC by
1.7%. Bushes on the corner of the property
will be maintained at 30” or be removed. The
hearing was closed at 8:25pm. The transcript for

Public Hearing – Robert & Gail
Pelkowski – 19 Heckscher Drive – 1st
and 2nd floor addition and additional basement
space. 8:25p.m., Mr. Prior read
the public notice. John Breslin, Esq. came before
the board requesting a variance for area of lot,
Side yard, Rear yard, Compliance of driveways
and the required garage. Proposed project
is to expand the kitchen and master bedroom. Mr.
Breslin stated that the shed, which is now within
the set backs, will either me moved to a conforming
position or removed. The large oak tree in the
rear yard will be removed. The hearing
was closed at 9:00pm. The transcript for this

Public Hearing – Michael Teplin – 12
Upper Drive – To add a second story to the
dwelling. At 9:10 p.m. after a short
recess Mr. Prior read the public notice. Carrie
Krzyzanowski, representing Michael Teplin, came
before the board requesting a variance for Area
of lot, Floor Area Ratio, Lot Area Coverage, Rear
Yard and, Compliance of Driveways. Ms. Krzyzanowski
stated that the footprint of the house would not
be changed by the addition of the 2nd story and
that purpose of the addition was to provide additional
living space for Mr. & Mrs. Teplin and their
children. The hearing was closed at 9:40p.m. The

The Board discussed the applications that were presented.
Minutes
A motion was made by Ms. Aquilina approve the July
minutes, seconded by Mr. Cavanagh and unanimously
approved.
Next month’s meeting will
be held on Thursday, October 26.
With no further business to be brought before the
Board, Mr. Prior closed the meeting at 9:40p.m.
