Minutes Board of Trustees- September 12, 2011

Mayor Morrow opened the meeting at 7:45 pm.

Chief’s Report
Chief Hubbs delivered his report to the Board. We received approval of the DA Grant for equipment.  Everyone worked during the hurricane.  The Halesite Fire Dept. worked continuously during the storm to keep the roads open.  Cook Industries and Ron Scarlett were in the Village on Sunday morning clearing debris and trees from the roads.  By Sunday all Village roads were open with the exception of a portion of East Shore Road and Heckscher Drive where wires were down in the street.

Administrator’s Report
Lynn Pincomb presented her report.  As of August 31st 11 property taxes remain unpaid.   Delinquent letters were sent out on Sept. 1st.   We are getting estimates for either repair or replacement of the air conditioning system and generator.
 
Public Comment
Lorenzo Vascotto commented that the overflow parking at the Bay Club this summer has made it particularly difficult for residents living and driving on Bay Road.  Dan Knutson added that at times he could not pull out of his driveway.  George Graulich agreed and added there was a problem of the cars turning around in resident’s driveways.   Mayor Morrow stated that the problem would be remedied.

Ms. DeLisi added the same problem exists in Bay Crest.  She asked that the minutes reflect that she came before the Board in June, July and August to request that the Village code be enforced.  Mayor Morrow said the minutes would reflect her statement.  Ms. DeLisi again questioned the status of Bay Crest roads.  Mr. Gai responded that Bay Crest roads are privately maintained with public access. 

Public Hearing:

Donna & Joseph Paternoster, 25 Sydney Road 
The property is located in the Waterfront Preservation District ‘C1.’ The subject of the hearing was the Preliminary Map of the Paternoster Plat and SEQR review of the proposed sub division. James Margolin, attorney for the applicant, presented the application. 

A motion to adopt a Negative Declaration of Environmental Significance and approve the application was made by Jay Meyer, seconded by Dennis Gai.

The preliminary sub-division was approved 3/1.  The hearing concluded at 9:00 pm.  A transcript was taken by Laura Pinto

Mara Manin presented her report.

Financials/Bills
The Board reviewed the interim financial statements from August and the list of bills. After review, questions and discussion, a motion was made by Don Rave to approve the list of bills and the interim financial statements for August which was seconded by Dennis Gai and approved 4/0.

Minutes
A motion made by Dennis Gai to approve the August minutes was seconded by Don Rave and approved 4/0.   

At 9:45pm, with no further business to be brought before the Board the meeting was closed.
