Minutes, Board of Trustees, September 9, 2004

Mayor Morrow opened the meeting at 7:30p.m. Officer Ramirez is retiring in a few days and the Board awarded him with two proclamations and commended him on his work throughout the past 21 years.

Public Hearing – Aspen Homes – New Deck
At 7:45p.m. Paul Dyckes came before the Board and presented his plan to build a deck on the back of the house that he is building. The hearing was held open until next month when Mr. Kinch will bring some more information to the Board regarding this application. The transcript for this hearing was taken by Modern Shorthand. The hearing ended at 8:20 p.m.

Police Chief’s Report:
Chief Ray Hubbs updated the Board on the month’s activity. Officer Schondebare had an operation and is expected back to work in November. Chief Hubbs and Sergeant Guirgis have interviewed six candidates for the full-time position. Mayor Morrow and Mr. McCusker will interview them as well. The new police car should arrive within the next few weeks.

Village Attorney’s Report:
Mr. Gesualdi’s discussed his report with the Board. Mr. Gesualdi and Mrs. Pincomb have completed the language for the Esposito’s landscape convents. There is a planning and zoning training session in October.

Resolution
A resolution was made by Mr. Meyer to approve the lease for the new police vehicle, seconded by Mr. McCusker and unanimously approved.

A resolution was made by Mayor Morrow that because Fleet has been bought by Bank of America that Mrs. Pincomb and Mr. Meyer will both be authorized to buy and sell investments with that firm was, seconded by Mr. Gai and unanimously approved.

Village Administrator’s Report
Mrs. Pincomb presented her report. Mrs. Pincomb will call Senator Marcellino about the Multi Modal monies that the Village should be receiving. The annual audit has been completed Mrs. Pincomb reviewed it with the Board. Mrs. Pincomb is now converting the numbers to the states format for the State Audit. A workers compensation audit is scheduled for Wednesday.

Financials / Bills
The Board reviewed the interim financial statements and the list of bills and after careful review, questions and discussion, a motion was made by Mr. McCusker to approve the list of bills and the interim financial statements, seconded by Mr. Meyer and unanimously approved.

Road Commissioner’s Report
The Village received bids for the road work that needs to be done on five sections of road. J.D. Posillico was the lowest bidder and Mr. Gai will be meeting with the contractor to review the project.

Police Contract
At 9p.m. the Board convened into executive session to discuss the police contract with Vincent Toomey, Esq. At 10p.m. the Board reconvened as the Board of Trustees.

Mr. McCusker announced that he is stepping down as Police commissioner effective last Friday September 10th.

Chief Hubbs is at a training course. Chief Hubbs and Jay Verme represented the Village at Ray Madhesians 40th anniversary party in Asharoken. The party was at the same time as the New Residents party so the mayor couldn’t attend. Chief Hubbs read a letter that Mayor Morrow wrote congratulating Officer Madhesian. The New Residents party was a success and very well attended.

With no further business to be brought before the Board, the monthly meeting was closed at 10:10p.m.
