Minutes Board of Trustees May 15, 2006

Mayor Morrow opened the meeting at 7:30p.m. There are two public hearings this evening. James Gesualdi is resigning as the Village Attorney and the Board has chosen Mara Manin to become Village Attorney effective May 16th. Mr. Gesualdi will be available to the Village as special counsel. A motion was made by Mr. Rave to approve Mara Manin as Village Attorney effective May 16th through June 30th, seconded by Mr. Gai and unanimously approved.

Police Report
Chief Ray Hubbs presented his report. Officer Schondebare broke his ankle and will be unable to work for at least a month. There have been more than fifteen robberies just outside of the Village in the vicinity of Cove Road. The Chief suggested that residents be notified. The Chief is concerned that someone is working the area. The robberies have taken place between Noon and 3p.m. and the Second Precienct hasn’t caught anyone to date. However, they do have unmarked cars patrolling the area. The robberies generally involve breaking a window and stealing silver and jewelry. The Chief and Sergeant attended a training conference in Atlantic City which the Chief said was very informative. Officer Verme, McGrath and the Chief attended a police dance for disabled children. The Chief said the kids really appreciated them being there. Officer Jack ticketed some teenagers who later robbed a man in town and the information Officer Jack gave to the Second Precinct helped them arrest the teenagers for the robbery. The Second Precinct wrote a letter commending Officer Jack’s work. The Chief is looking into purchasing a new truck before the winter.

Public Hearing –Bay Crest Sign – Sign at Vineyard Road and Bay Crest
At 7:40p.m, Maryann Hurd came before the Board requesting to install a sign that reads “Bay Crest Caution Speed Bumps”. The proposed sign would be installed in front of the existing pole on the north east corner of Vineyard Road and Bay Crest. A motion was made by Mr. Gai to approve the Bay Crest sign, seconded by Mr. Rave and unanimously approved. The transcript for this hearing was taken by Laura Pinto. This hearing was closed at 7:45p.m.

Public Hearing - Quinson – 287 Vineyard Road – Front Porch & Reverse Gables
At 7:50p.m, Michael Dunn, R.A. and Chris and Yvette Quinson came before the Board for site plan review because their home is in the Waterfront Preservation District. The Quinsons have received variances from the Zoning Board in April. A motion was made by Mr. Gai to approve the Quinson application as presented, seconded by Mr. Rave and unanimously approved. The transcript was taken by Laura Pinto. The hearing was closed at 8:15p.m.

Suzanne DeLisi and Louis Parr came before the Board requesting information about the drainage in Bay Crest and the use of Bay Crest Beach.

Village Attorney’s Report
Mr. Gesualdi reviewed his report with the Board. Mr. Vollmuth suggested some additional changes to the Site Plan Local Law. The Board agreed to review the changes and a public hearing is scheduled for July to adopt those changes. A resident is suing Bay Crest for flood damage. A letter will be sent to Mr. Bright that explains that this matter is an association issue. A letter will be sent to Mr. Todd in response to his letter explaining that Willow Pond is a private matter on private property. There was a discussion regarding Bay Crest issues.

The Mayor stated that according to 26-3 of the Village Code it is a conflict of interest for off duty Huntington Bay Police Officers to work as security guards within the Village of Huntington Bay. The Board agreed and a memo will be sent to Chief Hubbs.

Village Administrator’s Report
Lynn Pincomb presented her report. All elected officials have to take a training class for the National Management System for FEMA by August 15th. A letter was received from Chris Cannon thanking the Board for her Citizenship Award. A letter was also received from Mayor Morrow thanking the Board for flowers for his mother’s funeral.

North Fork Bank Resolution
A motion was made by Mr. Rave to authorize three signatories: Mayor Morrow, Lynn Pincomb and Jay Meyer, seconded by Mr. Gai and unanimously approved.

Election Inspector Resolution
A motion was made by Mr. Gai to approve Gerri Baum and Dorothy Oehmler as election inspectors seconded by Mr. Rave and unanimously approved.

Financials / Bills
The Board reviewed the interim financial statements and the list of bills and, after review, questions and discussion, a motion was made by Mr. Meyer to approve the list of bills and the interim financial statements which was seconded by Mr. Gai and unanimously approved.

With no further business to be brought before the Board the meeting was closed at 9p.m.
