Minutes, Board of Trustees, May 10, 2004

Mayor Morrow opened the meeting at 7:35p.m. There is one public hearing the Heller Application.

Public Hearing – Heller Application – Subdivision – 7 Locust Lane
The Heller application was granted preliminary approval at the April meeting with conditions. Since that meeting the conditions have been satisfied. A motion was made by Mr. Gai for final approval of site plan and subdivision subject to Suffolk County Health Department Approval, seconded by Mr. Meyer and unanimously approved. The transcript for this hearing was taken by Modern Shorthand.

Proposed Plan to Dump Dredging Soils
Patti Antonucci came before the Board to discuss the EPA dumping of dredged soils in Long Island Sound two miles off of Target Rock. The Board discussed the position that they would take and how to inform the residents. Mayor Morrow will be attending the press conference on Thursday in Cold Spring Harbor. Mayor Morrow will also call Congressman Steve Israel and the Department of State to see what else the Village can do to protect the Village’s interests.

Public Hearing – Budget
At 8p.m. the Board discussed the budget. The Mayor reviewed the budget in detail. The budget will have a tax rate increase of 3%. A motion was made by Mr. McCusker to approve the budget, seconded by Mr. Gai and unanimously approved. A resolution was made by Mr. Meyer to approve a maximum expense limit of the Mayor’s expenses at two thousand per year seconded by Mr. Gai and unanimously approved.

Police Report:
Sergeant Gurigis came before the Board with an update on the month’s activities. He and the Chief will attend the funeral for the son of Chief Breckenthal of Northport Police who died in Iraq. The department has been short staffed due to two officers being injured. Sergeant Gurigis reviewed his report with the Board. The Village received full restitution for the damaged wood street signs. The police ordered a new police car. Mr. McCusker and Mr. Meyer will be reviewing the lease to decide if a monthly or yearly lease is more cost effective.

Village Attorney’s Report:
Mr. Gesualdi reviewed and discussed his report with the Board.

Village Administrator’s Report
Tax bills went out the third week in May. The exterior of Village Hall will be painted this month.

Financials / Bills
The Board reviewed the interim financial statements and the list of bills and after careful review, questions and discussion, a motion was made by Mr. McCusker to approve the list of bills and the interim financial statements, seconded by Mr. Meyer, and unanimously approved.

Minutes
A motion was made by Mr. Gai to approve the March minutes, seconded by Mr. Meyer and unanimously approved.

The Mayor responded a recent letter that was sent anonymously. The Mayor read his response into the record.

At 9p.m. the Board went into executive session to discuss police matters. The Board ended executive session at 10p.m.

With no further business to be brought before the Board, the monthly meeting was closed at 10:10p.m.
