Mayor Morrow opened the meeting at 7:35p.m. There
are four public hearings this evening.
Police Report
Chief Ray Hubbs presented his report. The Chief and
Sergeant requested to attend a training conference
for Middle Atlantic Great Lake Organized Crime Law
Enforcement Network (MAGLOCLEN) Association. The association
is paying for the Chief and Sergeant to attend the
conference which will center on “major crimes”.
The conference is being held in Atlantic City New
Jersey. The Board agreed to send both Chief Hubbs
and Sergeant Guirgis to the conference. Chief Hubbs
is continuing to attend the Pre-disaster Mitigation
Meetings.
Public Hearing – Burns - 162 Bay Avenue
– Lot Line Modification
Mr. Paul Burns came before the board to merge
three separate tax lots into one lot. This application
is before the Board for site plan review. This hearing
will be kept open so Mr. Burns can retain counsel

Public Hearing - Girimonti – 9 Beach
Road – Addition and Alteration
Mr. John Bracco, RA came before the Board
representing the Girimonti’s to build a two
story addition. This application is before the Board
because the property is in the Waterfront Preservation
District. A motion was made by Mr. Gai to approve
the Girimonti application, seconded by Mayor Morrow
and unanimously approved. The transcript was taken

Public Hearing – Paci – 11 Beach
Road – Addition and Alteration
Mr. Lenoard Horchos, RA and Mr. John Paci
came before the Board requesting relief from the Waterfront
Preservation District to build and addition and alterations
to the home. A motion was made by Mr. Gai to approve
the Paci application contingent on Mr. Vollmuth approving
the drainage plans, seconded by Mr. Meyer and unanimously
approved. The transcript for this hearing was taken

Public Hearing – Rosewood –
90 East Shore Road – New House
Robert Caputi, Esq. and Anthony Proco, Builder
came before the Board to ask relief for constructing
the foundation of the home in a location that was
not approved, and for steep slop approval. The driveway
which is in the steep slope is proposed to be demolished
and replaced with grass. A new driveway will be constructed
on Castle Harbor Road. A motion was made by Mr. Gai
to approve this application, seconded by Mr. Meyer
and unanimously approved. This hearing was closed

Village Attorney’s Report
Mr. Gesualdi reviewed his report with the Board. There
was a discussion about Verizon installing fiber optic
lines in the Village without a franchise agreement.
Mrs. Pincomb spoke to a Verizon representative and
they expect to discuss the franchise agreement with
the Village next month. At 9:20p.m. Mr. Gesualdi and
Mr. Vollmuth left the meeting.
Mr. Gesualdi is stepping down as Village Attorney
as of July 1, 2006. He will continue to work the Village
as a consultant.
Village Administrator’s Report
Lynn Pincomb presented her report. Mrs. Pincomb suggested
to move to a different bank namely North Fork. North
Fork was bought by Capital One last week, however,
after speaking to the bank representatives Mrs. Pincomb
will still like to make the transition. A motion was
made by Mr. Meyer to approve the Village Administrator’s
recommendation to move to North Fork Bank, seconded
by Mr. Gai and unanimously approved. One property
was sold at tax lein sale. Peter Schafer is being
paid for a lien that he bought last year that was
satisfied. Nominating petitions can be signed as of
April 4, 2006.
Financials / Bills
The Board reviewed the interim financial statements
and the list of bills and, after review, questions
and discussion, a motion was made by Mr. Meyer to
approve the list of bills and the interim financial
statements which was seconded by Mr. Rave and unanimously
approved.
Preliminary Budget
Mayor Morrow discussed the preliminary budget in detail
with the Board projecting a 6% tax increase. A public
hearing on the budget will be scheduled for April.
Police Contract
The Board briefly discussed the progress of the police
contract arbitration.
Road Commissioner’s Report
Mr. Gai gave his Road Commissioner’s Report.
Three storm drains have been rebuilt in Bay Crest
which, cost the Village about fourteen thousand dollars.
That money is expected to be reimbursed by Multi Modal.
The roads are scheduled to be swept on April 20th.
The drainage projects in Bay Hills and Bay Crest were
discussed.
Minutes
The Board reviewed the February minutes. A motion
was made by Mr. Rave to approve the minutes as amended,
seconded by Mr. Meyer and unanimously approved.
With no further business to be brought before the
Board the meeting was closed at 10p.m.
