Mayor Morrow opened the meeting at 7:35p.m. There
are two public hearings this evening, the Local Lighting
Law and Local Law regarding No Construction on the
Weekends.
Public Hearing – Local Law –
Lighting
At 7:35p.m. the Board discussed restricting lighting
for recreational purposes, i.e. tennis courts. The
hearing was held open. The transcript for this hearing

Public Hearing – Local Law #3 –
No Construction on the Weekend
At 9:10p.m. the Board discussed not having construction
on the weekends. A motion was made by Mr. Meyer to
approve Local Law #3 No Construction on the Weekends,
seconded Mr. McCusker and unanimously approved. The
transcript for this hearing was taken by Modern Shorthand.
Police Report:
Chief Hubbs came before the Board with an update on
the month’s activities. Sergeant Guirgis held
two training days on DWI arrests and domestic procedures.
There were two DWI arrests, an attempted suicide and
an aided case during the month. The Board discussed
a new phone system know as “Are you OK?”
Mrs. Pincomb is going to get more information.
Village Attorney’s Report:
Mr. Gesualdi reviewed his report with the Board. There
was an issues conference on the Heller application.
Mr. Gesualdi highlighted the key points made at the
conference.
Village Administrator’s Report
The tax lien sale is tomorrow. One tax bill is to
be sold. There have been two payments from the associations
for additional snow removal. The Local Law on Commercial
Vehicles was filed with the Secretary of State and
will be published in the Quarterly. Mr. McCusker will
inform the police of the new local law. The Board
discussed appropriate fees for issues conferences.
Financials / Bills
The Board reviewed the interim financial statements
and the list of bills and after careful review, questions
and discussion, a motion was made by Mr. Gai to approve
the list of bills and the interim financial statements,
seconded by Mr. Meyer, and unanimously approved.
Code Revision Committee
Mayor Morrow updated the Board on the progress the
code committee has made. They have come up with thirteen
different areas that need to be revised. The next
step is to invite local lawyers and architects for
their input.
Budget
The Mayor reviewed the draft budget with the Board.
The draft budget would have a 5% tax increase. The
Mayor asked for input and suggestions from the Board
members. The budget will be reviewed again in April.
Minutes
A motion was made by Mr. Meyer to approve the February
minutes as amended, seconded by Mr. McCusker and unanimously
approved.
With no further business to be brought before the
Board, the monthly meeting was closed at 10p.m.
