Mayor Morrow opened the meeting at 7:35p.m. There are two public hearing this evening.
Public Hearing – Fitzgerald Application – 46 Bay Crest
At 7:30p.m. Steven Meghan, Landscape Architect, came before the Board to propose relocating the pool from a previously approved location. This application is in front of the Board because it is in the Waterfront Preservation District. The proposed pool and equipment have been relocated and a patio surrounding the pool has been added. A motion was made by Mr. Gai to approve the application as presented, seconded by Mr. Meyer and unanimously approved.
Public Hearing –Pergola Application – 37 Heckscher Drive
Chris Pergola came before the Board for a lot line modification. Mr. & Mrs. Pergola bought two houses next to each other and they want to move the lot line to give 341 Bay Avenue more property and this will prevent the 37 Heckscher Drive property from being able to be subdivided in the future. A motion was made by Mr. Gai to approve the application as presented, seconded by Mr. Rave and unanimously approved.
Police Report
Some stop signs in the Village have been vandalized; the police found the person and that person confessed. Officer Schondebare is back to work after he broke his foot. There were a few drug arrests in the Village. The new vehicle is set to be ordered. Mrs. Pincomb will be getting another bid on the car. The Chief and Officer Jack have been working towards getting the department accredited. They are gong to apply to the State to implement the rules and procedures. One of the requirements of the State is that a small secure closet be built in the back room to store evidence.
Resolutions
Deputy Mayor swore in Justice Kunken who was re-elected. Justice Kunken then swore in Mayor Morrow and Trustees Meyer and Rave who were all re-elected.
The code of ethics was distributed to the Mayor and Village Trustees as per Local
Law 4-2006.
Village Attorney’s Report
Mara Manin discussed her report with the Board. Suzanne DeLisi submitted two FOIL requests. Mrs. Pincomb has complied with the request and provided Mrs. DeLisi with the information. Mr. Kinch sent a letter to Mr. Iarrobino informing him that he has to apply for a demolition permit. A public hearing will be scheduled for September for the tree ordinance part of the local site plan review law. There was a discussion about notifying residents of the outcome of applications.
Village Administrator’s Report
The Board members received a thank you letter from John & Brenda McCusker. There have been 640 taxes paid which is ahead of last year. Delinquent tax letters have been mailed. There are three applications in front of the Zoning Board this month. The new Village signs will be installed within the next few weeks at Bay Hills and Crescent Beach Drive. Scarlet Landscaping will be trimming around the Village signs as well as the Village property on Vineyard Road. There is a list of traffic signs that need to be cleaned and/or replaced.
Financials / Bills
The Board reviewed the interim financial statements and the list of bills and, after review, questions and discussion, a motion was made by Mr. Rave to approve the list of bills and the interim financial statements which was seconded by Mr. Meyer and unanimously approved.
Road Commissioner’s Report
An old drain or well was found in Wincoma that was dangerous. The drain was filled in for safety reasons. Mr. Gai and Mrs. Pincomb have put together the bid packages for the project on Cedar Road. The Village received the easements from Nathan Hale home owners to install storm drains.
Minutes
A motion was made by Mr. Meyer to approve the June minutes as amended seconded by Mr. Rave and unanimously approved.
Appointments
Dennis Gai was appointed as Deputy Mayor. Mara Manin was appointed as Village Attorney. Lawrence & Lawrence has been appointed the Village Prosecutors and Lynn Pincomb was appointed for two years as Village Administrator. A motion was made by Mr. Gai to approve the appointments, seconded by Mr. Meyer and unanimously approved.
At 9:15p.m. the Board went into executive session to discuss personnel issues. At 9:30pm the Board reconvened their regular session. With no further business to be brought before the board, the meeting was closed at 9:35pm.
