Mayor Morrow opened the meeting at 7:35p.m Mayor
Morrow made the recommendation to the Board to appoint
John LoTurco as a member of the Zoning Board. A motion
was made by Mr. Gai to appoint Mr. LoTurco to the
Zoning Board for a five year term, seconded by Mrs.
Prior and unanimously approved.
Public Hearing – Local Law #1 –
Parking Commercial Vehicles
At 7:50p.m. Mr. Gai proposed changes to Chapter 84-13.
The Board will keep this hearing open. The proposed
law will be redrafted and will be put on the Village
calendar for a public hearing at the February meeting.

Public Hearing – Local Law #2 –
Outdoor Lighting
At 8:20p.m. the Board discussed restricting outdoor
lighting. This law will be redrafted and put on the
agenda for next month’s Board meeting. This
hearing will be held open. The transcript for this

Public Hearing – Local Law #3 –
Beach Regulations
At 8:35p.m. the Board discussed the beach regulations
law that requires picking up after dogs in the Village
throughout the year. This being the first local law
of the year was renumbered Local Law #1-2004. A motion
was made by Mr. Meyer to approve Local Law #1-2004,
seconded by Mr. Gai and unanimously approved. This
hearing was closed at 8:45p.m. The transcript for

Police Report:
Chief Hubbs came before the Board to report and update
the Board on the month’s activities. A resident
reported suspicious activity and notified the police.
The individuals were attempting to steal two of the
hand carved street signs. One sign was damaged and
the other was destroyed. The individuals were caught.
They will be prosecuted by Suffolk County. Sergeant
Guirgis is in supervisor school. Chief Hubbs hired
a new part-time police officer. The Chief is going
to look into grants for a new defibulator.
Village Attorney’s Report:
The Board discussed weekend construction. The Board
discussed changing the starting time for landscapers
on Saturday.
A resolution was made by Mr. Gai authorizing the
release of the East Norwich bond, seconded by Mayor
Morrow and unanimously approved.
A resolution was made by Mr. Meyer to hold a tax
lien sale for the two outstanding properties, the
sale will be held in March, the resolution was seconded
by Mr. Gai and unanimously approved.
Village Administrator’s Report
Two association haven’t paid their snow plowing
fees. The stop sign at Bay Road and Soundview Drive
has been installed by the Town. The Village has installed
a southbound stop sign on Bay Road.
Financials / Bills
The Board reviewed the interim financial statements
and the list of bills and after careful review, questions
and discussion, a motion was made by Mr. Meyer to
approve the list of bills and the interim financial
statements, seconded by Mr. Gai, and unanimously approved.
Minutes
A motion was made by Mr. Gai to approve the November
and December minutes as amended, seconded by Mayor
Morrow, and unanimously approved.
A draft budget will be distributed in February.
Road Commissioner’s Report:
The roads have been sealed and the pot holes have
been repaired. East Shore Road and Shore Drive iced
over last week; Mr. Gai had the streets sanded.
With no further business to be brought before the
Board, the monthly meeting was closed at 9:45p.m.
