Minutes Board of Trustees February 13, 2006

Mayor Morrow opened the meeting at 7:35p.m. There are three public hearings this evening.

Police Report
Chief Ray Hubbs presented his report. There were three arrests this month including a DWI arrest. There was a burglary outside of the Village on the South side of Bay Road, which appears to have been an isolated incident. The Police Department is continuing its training in search and seizure and DWI arrests. A tree fell on a car and crushed it in Wincoma. Mayor Morrow informed the Chief there has been mischief on Taylor Road. Chief Hubbs is continuing to attend the Pre-disaster Mitigation Meetings.

Pre-disaster Mitigation Plan Grant Resolution
A resolution was made by Mr. Meyer authorizing a contract between Suffolk County and the Village to prepare a pre-disaster mitigation plan authorizing the Mayor to enter into contract with the county to prepare a multi hazard Mitigation Plan, seconded by Mr. Rave and unanimously approved.

Public Hearing Local Law 1-2006 Demolition Permits
This local law will define what a demolition permit is and the authority of the Building Inspector. This transcript was taken by Laura Pinto.

Public Hearing Local Law 2-2006 Permitted Activities
This local law defined permitted activities. A motion was made by Mr. Gai to approve Local Laws 1-2006 and 2-2006, seconded by Mr. Meyer and unanimously approved. The transcript was taken by Laura Pinto. The hearings were closed.

Public Hearing Local Law 3-2006 Height of Building
This local law changes the definition of the height of a building to the top of the ridge excluding chimneys and decorative railings. There was a discussion regarding the maximum height of homes in the Waterfront Preservation District. A motion was made by Mr. Meyer to approve Local Law 3-2006, seconded by Mr. Rave and unanimously approved. The transcript for this hearing was taken by Laura Pinto. This hearing was closed.

Public Hearing Local Law 4-2006 Code of Ethics
This local law requires that the State Code of Ethics be distributed annually to the Boards and staff. A motion was made by Mr. McCusker to approve Local Law 4-2006, seconded by Mr. Meyer and unanimously approved. This transcript was taken by Laura Pinto. This hearing was closed.

Rosewood Developers Application Discussion
The Board discussed the status of the Rosewood Developers Site Plan Application. Rosewood Developers are building a new house at 90 East Shore Road.

Village Administrator’s Report
Lynn Pincomb presented her report. There are delinquent taxes on three parcels. Mrs. Pincomb will publish a notice for a Tax Lien sale in March. All of the associations have paid their snow plowing / sanding assessments. The election will be held in June. Four positions will be on the ballot Mayor, two trustees and the Village Justice.

Financials / Bills
The Board reviewed the interim financial statements and the list of bills and, after review, questions and discussion, a motion was made by Mr. McCusker to approve the list of bills and the interim financial statements which was seconded by Mr. Gai and unanimously approved.

Road Commissioner’s Report
The storm drains were cleaned out. Mr. Gai is getting estimates on the storm drains which have collapsed in Bay Crest. The Board agreed that they are dangerous and they need to be fixed immediately. A motion was made by Mr. McCusker authorizing the Road Commissioner to have the storms drains in Bay Crest repaired spending up to ten thousand dollars, seconded by Mr. Rave and unanimously approved. The Village received compliments on the plowing and sanding of the streets during and after the blizzard.

Minutes
The Board reviewed the January minutes. A motion was made by Mr. Meyer to approve the minutes as amended, seconded by Mr. McCusker and unanimously approved.

Mayor’s Report
Mayor Morrow has asked the Chief to submit his budget at the March meeting. There was a discussion about the police budget.

With no further business to be brought before the Board the meeting was closed at 8:40p.m.
