Minutes, Board of Trustees February 14, 2005

Mayor Morrow opened the meeting at 7:30p.m.

Police Chief’s Report:
Chief Hubbs and Sergeant Gurigis have been attending terrorism training hosted by the Suffolk County Police Department. Chief Mark White, regional head of Suffolk County terrorism for Long Island will give a presentation to the Board, at the Board’s convenience. Officer Schondebare is going to light duty and is expected to be back on full duty in March. There was a stabbing at the movie theatre in Town and the Huntington Bay Police were requested to respond to the melee. Huntington Bay officers responded and assisted the second precinct in crowd control. Mayor Morrow asked that Chief Hubbs keep in close contact with the Second Precinct and report back to the Board.

Public Hearing – Armonas – 7 Beach Drive – Site Plan New House
At 7:45p.m. Alex Armonas, builder and owner of said property came before the Board for site plan review. The applicant is requesting to build a new house that he will be selling. Mr. Armonas bought the property with a building permit attached and he was before the Board because he wanted to change the design and build a larger home. This public hearing will be held open until next month. The transcript for this hearing was taken by Laura Pinto.

Public Hearing – Rosewood Developers – 90 East Shore Road – New House
At 8:30 p.m. Robert Caputi, Esq. came before the Board with a proposed drainage plan and requested adding another driveway from Castle Harbor Road. This application will be in front of the Zoning Board later this month. A motion was made by Mr. Gai to approve this application subject to Zoning Board approval, seconded by Mr. Meyer and unanimously approved. This hearing was closed and the transcript was taken by Laura Pinto.

Local Law 1-2005- Construction Moratorium
A four month moratorium on construction will be put in place to complete zoning code changes. Hardship and emergency applications will be considered. The moratorium will expire in 120 days unless repealed before said date, effective February 15, 2005. This moratorium will not hold up small applications, only new projects with significantly large square footage additions. A motion was made by Mr. Meyer to approve Local Law 1-2005 as amended, seconded by Mr. Rave and unanimously approved.

Lefkowitz Decision
A motion was made by Mr. McCusker to approve the Lefkowitz application, seconded by Mr. Meyer and unanimously approved.

Code Revisions
The Board discussed floor area ratios, lot area coverage and accessory apartments which will be on the agenda for public hearings next month. Mr. Gesualdi will draft local laws on these topics. Mr. Gesualdi will also draft local laws on home offices and architectural standards for discussion.

Drainage Project
The drainage plans for Bay Hills and Willow have been filed with the state.

Financials / Bills
The Board reviewed the interim financial statements and the list of bills and after careful review, questions and discussion, a motion was made by Mr. McCusker to approve the list of bills and the interim financial statements, seconded by Mr. Rave and unanimously approved.

Minutes
The Board reviewed the January minutes. A motion was made by Mr. McCusker to approve the January minutes, seconded by Mr. Rave and unanimously approved.

Executive Session
At 10:25p.m. the Board went into executive session to discuss the police contract.

With no further business to be brought before the Board, the monthly meeting was closed at 10:30p.m.
