Minutes Board of Trustees- December 13, 2011

Mayor Morrow opened the meeting at 7:30 p.m. and reported that the Dowling application which was on the November agenda and held open was withdrawn by the applicant.  Mayor Morrow further reported that the Sherry application was postponed until January at the request of the applicant’s attorney.  

Public Hearings:

Thomas & Barbara Wolf, 7 Woodland Drive
The property is located in the Waterfront Preservation District “D1”.  Dan Hall of Land Use Ecological Services presented the application to replace an existing seawall construct a hot tub and reconfigure a deck.  The applicants requested return of their road bond posted for construction of the dwelling.  After discussion the Village Administrator was instructed to return the road bond.  A motion to approve the application was made by Don Rave, seconded by Jay Meyer and approved 4/0.  The hearing concluded at 7:50 pm.  A transcript was taken by Laura Pinto. 

George Gardella, 146 East Shore Road
The property is located in the Waterfront Preservation District “C1.”  George Suddell, architect for the applicant, presented the application to construct a kitchen addition at the rear of the dwelling.  A motion to approve the application was made by Jay Meyer, seconded by Dennis Gai and approved 4/0.  The hearing concluded at 7:55pm. A transcript was taken by Laura Pinto.
 
Laura & Peter Breingan, 7A Locust Lane
The property is located in the Zoning District “C.  Peter Breingan presented the application to construct a shed at the property line.  He offered a picture showing that the condition of the ZBA approval had been satisfied and requested site plan approval.  A motion to approve the application was made by Don Rave, seconded by Jay Meyer and approved 4/0. The hearing concluded at 8:00pm. A transcript was taken by Laura Pinto.

Local Law 1-2011
A motion was made by Dennis Gai, to enact Local Law 1-2011 entitled, “Chapter 19 Waterfowl and Goose Feeding,” seconded by Jay Meyer, and approved 4/0.  A transcript was taken by Laura Pinto.

Upon a motion made by Jay Meyer, seconded by Don Rave and approved 4/0 a resolution was passed   naming Andrew Lawrence as Village Prosecuting Attorney in place of Lawrence & Lawrence which no longer exists.  

Public Comment
Debby Brady, 9 Locust Lane, discussed the possibility of installing a speed bump on Locust Lane. 
Sonny Lupinacci, 34 Bay Crest, discussed a drainage problem on his property.
Ford Spilsbury, 38 Bay Crest, expressed his concerns to the board.
Kirsten Gallardo, 19 Bay Road, discussed ongoing concerns with a neighbor.

Financials/Bills
The Board reviewed the interim financial statements for the month ending November 30, 2011 as well as the list of outstanding bills.  After review, questions and discussion, Dennis Gai made a motion to approve the list of bills and the November financial statements which was seconded by Jay Meyer and approved 4/0.

The Board entered into Executive Session at 9:30 p.m. in order to discuss potential litigation and personnel matters and reconvened in open session at 9:40 p.m.

At 9:45 p.m., with no further business to be brought before the Board, the meeting was closed.
