Minutes, Board of Trustees, December 23, 2004

Mayor Morrow opened the meeting at 7:30p.m.

Chief Hubbs introduced Officer Christopher Jack to the board. Officer Jack replaces Neil Ramirez who retired in September. Mayor Morrow explained that Chris scored 100 on the Suffolk County Police Exam and was the first choice of the many candidates interviewed by Chief Hubbs, Mayor Morrow and former Police Commissioner McCusker.

Mayor Morrow informed the board that John LoTurco has resigned from the ZBA and Linda Aquilina has agreed to fill the position. Mayor Morrow moved that Linda Aquilina be appointed to the ZBA for the balance of the term which expires on June 30, 2009; the motion was seconded by Dennis Gai and unanimously approved.

Mayor Morrow called on Mr. John Woodward, 333 Bay Avenue, who addressed the board regarding his concerns about the property being developed by Aspen Homes at 32 Heckscher Drive. Village Building Inspector Richard Kinch will be asked to investigate and report back to the board.

Mayor Morrow then called on Mr. & Mrs. Todd, 283 Vineyard Road, who requested that the Village install a berm across the front of their property to help prevent flooding. Paving over the years has raised the level of the road in relation to their property. Mr. Gai agreed that the Village will install the berm. Mr. Gai and Mayor Morrow also explained that the drains that will be installed as part of the ongoing Village drainage project will also mitigate the flooding situation. The question was raised about water flowing out of the pond. Mr. Gai said the pond, the piping and the outfall are all privately owned. The Village has requested an easement to rebuild the outflow, the homeowner declined to grant it. When the drainage project is completed, there will be less water going into the pond.

Mr. Bohlen, 285 Vineyard Road, expressed concern about the condition of the end of Vineyard road by the sea wall. Mayor Morrow said that the road would be closed off to traffic until repairs could be effected.


Police Chief’s Report:
Chief Ray Hubbs updated the Board on the previous month’s activity. Chief Hubbs said that Officer Jack is still in training. The new police car arrived but has some wiring problems which the dealer must correct. Mayor Morrow asked the Chief to arrange to have a “gang expert” from the 2nd precinct address the Board at the January meeting.

Village Attorney’s Report:
Mr. Gesualdi was not present at the meeting, his written report was delivered to the Board.

Village Administrator’s Report
Mrs. Pincomb presented her report. We have received the contract for the additional Multi-Modal monies that the Village secured through Senator Marcellino’s office. We received a partial reimbursement from Workers Compensation for Officer Schondebare.

Financials / Bills
The Board reviewed the interim financial statements and the list of bills and after careful review, questions and discussion, a motion was made by Mr. McCusker to approve the list of bills and the interim financial statements, seconded by Mr. Gai and unanimously approved.

Road Commissioner’s Report
The paving has been completed, a “punch list” of repairs will be addressed by the contractor. Mr. Gai said the residents he has spoken with are happy with the outcome.
Mr. Gai will meet with Ken Lindauer, from Vollmuth & Brush, at 7:30 Monday morning to go over the drainage plan. The plan will then be submitted to the state for approval.

Police Contract
At 9:15 p.m. the Board convened in executive session to discuss police contract negotiations. At 9:35 the Board reconvened in open session.

With no further business to be brought before the Board, the monthly meeting was closed at 9:40p.m.
