Mayor Morrow opened the meeting at 7:30 pm.  There are two (2) Public Hearings this evening.

Chief’s Report
Chief Hubbs delivered the report to the Board.  The Chief & Sgt. were in Pittsburgh for a four day training session.  Yearly accreditation report must be filed with the State this month.  Grants are being searched to purchase tasers and bullet proof vests. 

Public Hearing:

Edward & Gina Carroll,36 Locust Lane
The property is located in the Waterfront Preservation District ‘C1.’ In order to construct landscape changes and to legalize various existing structures Site Plan review and a Steep Slope Special permit is required.  Michael Rant of Bladykas and Panetta presented the application.  A motion to approve the application was made by Donald Rave, seconded by Jay Meyer and unanimously approved.  The hearing concluded at 7:55pm.  A transcript was taken by Susan Hand & Associates, Inc.

20011-2012 Budget
Mayor Morrow presented the proposed 2011-2012 budget.  After discussion and questions a motion made by Donald Rave to adopt the 2011-2012 budget was seconded by Dennis Gai and unanimously approved.  The hearing concluded at 8:20pm. A transcript was taken by Susan Hand & Associates, Inc.

Attorney’s Report
Mara Manin presented her report.    

Administrator’s Report
Lynn Pincomb presented her report.  Additional snow assessments were sent to the private road associations.  Application has been completed for reimbursement from FEMA for debris removal from the storm of 12/26-27/2010.

Ms. Raia, 1 Harborview Dr. requested release of her road bond.  The Wincoma Assn. received payment for the estimated cost of repair for damage to Harborview Dr.  The Village Engineer therefore recommends release of the bond.  A motion made by Jay Meyer and seconded by John McCusker to release the bond was unanimously approved.

On a motion by John McCusker seconded by Dennis Gai the Board of Trustees unanimously adopted a resolution to hold the annual Village Election on June 21, 2011 from 12:00noon to 9:00pm.

On a motion by John McCusker seconded by Jay Meyer the Board of Trustees unanimously adopted a resolution appointing Geraldine Baum and Kate Starr Newell as election inspectors for the June 21, 2011 election.

Financials/Bills
The Board reviewed the interim financial statements from March and the list of bills. After review, questions and discussion, a motion was made by John McCusker to approve the list of bills and the interim financial statements for March which was seconded by Jay Meyer and unanimously approved.

Minutes
A motion made by John McCusker to approve the March minutes was seconded by Jay Meyer, and unanimously approved.   

At 8:50 pm, with no further business to be brought before the Board the meeting was closed.
