Minutes, Board of Trustees April 18, 2005

Mayor Morrow opened the meeting at 7:30p.m.

Police Chief’s Report:
Police Chief Ray Hubbs came before the Board to present his report. The police increased their activity targeted at speeding in the Village. Mayor Morrow asked Chief Hubbs attend the summer orientation at the Bay Club to remind the employees that speeding will be enforced. It was suggested that white lines be painted on the road at the stop signs on Bay Road near the Bay Club. The Chief is continuing to look for more part-timers.

Public Hearing – Toscano – 20 Heckscher Drive – Pool
Kim Toscano asked for relief from the building moratorium to install a pool in her backyard. A motion was made by Mr. Gai to approve the Toscano application, seconded by Mr. Meyer and unanimously approved. The transcript for this hearing was taken by Modern Shorthand.

Public Hearing – Rave – 49 Taylor Road – Renovate Garage & Addition

Donald Rave recused himself and came before the Board to request relief from the building moratorium to rebuild his garage and install an addition to the existing apartment above garage where his mother-in-law resides. A motion was made by Mr. Gai to approve this application, seconded by Mr. Meyer and unanimously approved. This hearing was closed and the transcript was taken by Modern Shorthand.

Public Hearing –Bellia – 15 Bay Drive West – Demo a Driveway & Install Shed
David Bellia came before the Board to request relief from the building moratorium to demolish a side driveway and to replace a shed. A motion was made by Mr. Gai to approve this application, seconded by Mr. Meyer and unanimously approved. This hearing was closed and the transcript was taken by Modern Shorthand.

Local Law – Emergency Service Drills
The Board discussed the proposed local law. After a long discussion the Board decided to re-word the local law. It will be on the agenda for a public hearing at the June meeting. The transcript was taken by Modern Shorthand.

Crest Road
Mrs. Chanin came before the Board to inquire about a drainage problem. Mr. Gai will assess the problem and determine if the water is coming from Town or Village roads.

Cell Tower
Mayor Morrow asked John Gomez, an industry consultant, to discuss installing a cell tower in the Village at next month’s Board meeting. Mr. Gomez will make a presentation on the different options.

Village Attorney’s Report
The Board and Mayor Morrow reviewed a proposal from the Town for Waterfront Enforcement. A motion was made by Mr. Meyer to approve the resolution conditionally pending discussing this with the Village’s insurance carrier, seconded by Mr. Gai and unanimously approved.

Local Law – Home Businesses
The Board discussed a proposed local law that would modify the current Village code. This local law will be scheduled for a public hearing in June.

Local Law – Amendment to Site Plan Review
The Board discussed a proposed local law that would require new homes as well as homes that are being renovated by more than 20% to come before the Board for Site Plan Review. This will be on the agenda for discussion next month and on the calendar for a public hearing in June.

Village Administrator
Mr. Armonas is redesigning his proposed house for Beach Road and an issues conference will be scheduled in either May or June. The bills were mailed last month to the associations for reimbursement of snow removal. Mrs. Pincomb distributed the election schedule to the Board members.

A motion was made by Mr. McCusker to have Gerry Baum and Dorothy Oehmler to be election inspectors, seconded by Mr. Rave and unanimously approved. A resolution was made by Mr. Meyer that the Village election be held on June 21st from noon until 9p.m., seconded by Mr. Gai and unanimously approved.

Vineyard Road Beach Access
Mr. Kinch presented a new proposal for residents to get to the beach at the end of Vineyard Road. The Board discussed cutting a walkway through the wall. The Mayor asked that this be resolved by next month.

Financials / Bills
The Board reviewed the interim financial statements and the list of bills and after careful review, questions and discussion, a motion was made by Mr. McCusker to approve the list of bills and the interim financial statements, seconded by Mr. Meyer and unanimously approved.

Road Commissioner’s Report
Street sweeping is on-going in the Village. The Harbor Hill Road Association submitted a letter regarding work done on their road. Mr. Gai will present a report next month regarding property that was damaged by snow plowing.

Minutes
A motion was made by Mr. McCusker to approve the February and March minutes as amended, seconded by Mr. Meyer and unanimously approved.

Budget
Mayor Morrow presented the draft budget to the Board and discussed it with them. A public hearing will be scheduled in May.

At 10:10p.m. the Board convened into Executive Session to discuss the police contract. At 10:35p.m. the Board reconvened as the Board of Trustees.

With no further business to be brought before the Board, the monthly meeting was closed at 10:40p.m.
