Minutes, Board of Trustees, April 12, 2004

Mayor Morrow opened the meeting at 7:35p.m. There are three public hearings, the Heller Application, Amendment to the Local Outdoor Lighting Law and the Budget hearing.

Public Hearing – Heller Application – Subdivision – 7 Locust Lane
At 7:35p.m. Gary Cannella, A.I.A, came before the Board to explain the modifications that were made on the two proposed houses. Landscape Architect, Rich Gibney, described the proposed plantings and screening for the two properties. A motion was made by Mr. Gai to adopt a Negative Declaration and approve a preliminary resolution for the lot line modification and subdivision, seconded by Mrs. Prior and unanimously approved. Public Hearing – Local Law #4– Amendment to Outdoor Lighting Law
At 8:10p.m. the Board discussed outdoor lighting. A motion was made by Mr. Gai to approve Local Law #4 Amendment to Outdoor Lighting. This law requires applicants to come before the Board for approval for outdoor lighting, seconded by Mr. McCusker and unanimously approved. The transcript for this hearing was taken by Laura Pinto.

Budget Hearing:
A motion was made by Mr. McCusker to postpone the budget hearing until the May Board meeting, seconded by Mr. Meyer and unanimously approved.

Police Report:
Chief Hubbs came before the Board with an update on the month’s activities. There was a discussion about having a consultant review the police department. Chief Hubbs will leasing a new police car.

Village Attorney’s Report:
Mr. Gesualdi reviewed and discussed his report with the Board.

At 9:20p.m. the Board went into executive session to discuss police matters. The Board ended executive session at 10:30p.m.

Village Administrator’s Report
A resolution was made by Mr. McCusker that the annual Village Election be held on Tuesday, June 15, 2004 at the Village Hall 244 Vineyard Road, Huntington, New York between the hours of noon and 9p.m., seconded by Mr. Gai and unanimously approved.

A resolution was made by Mr. McCusker that the election inspectors for the Village election on June 15, 2004 will be Geraldine Baum, Dorothy Oehmler and Jamie Hanja, seconded by Mr. Meyer, and unanimously approved.

Financials / Bills
The Board reviewed the interim financial statements and the list of bills and after careful review, questions and discussion, a motion was made by Mr. Meyer to approve the list of bills and the interim financial statements, seconded by Mr. McCusker, and unanimously approved.

Road Commissioner’s Report
The roads are being swept when that is completed pothole repair will done. There are three sections of village roads need to be repaired. Mr. Gai has done a video water study of the storm water runoff for Bay Hills. There are eight locations that require storm drains.

Minutes
A motion was made by Mr. Meyer to approve the March minutes as amended, seconded by Mr. McCusker and unanimously approved.

With no further business to be brought before the Board, the monthly meeting was closed at 10:45p.m.
